Ronald Segers, of Vineland, died from the Sunday morning accident at East Chestnut Ave. and South Spring Rd. Matthew Parker, of Millville, was charged with driving under a suspended license. He was placed in the Cumberland County Jail. Chris Christie's budget proposal. The paper says that the among the loses would be a federal program that provides dollars for Homeland Security based on how much the state puts in. Also, around $90 million would go away towards making homes more energy efficient. Finally, the state has removed its chance to get money for family-planning services based on the proposed cuts. State Senator Jeff Van Drew will chair this meeting as the chairman of the Senate Community and Urban Affairs Committee. Senator Van Drew said the panel will also assess the impact of Governor Christie's budget proposal, which redirects to the state millions of dollars in sales tax proceeds generated in designated urban areas and previously reinvested in those communities. The governor's proposed budget redirects $91 million to state coffers. The Urban Enterprise Zone Program was enacted in 1983 to stimulate economic growth in urban communities. The program has grown from its initial 10 zones, to 32 zones operating in 37 municipalities. The program offers a number of incentives to facilitate economic development, including permitting businesses to charge half the sales tax rate on purchases. The company has submitted a rate hike request to the New Jersey Board of Public Utilities that amounts to a 13.6 percent increase for the average residential customer.  About 2.5 million customers of the water company are in South Jersey, including some in Cape May County, including Avalon. Christie appeared at the LoBiondo fundraiser, and the teachers showed up outside of the Mays Landing Country Club to show their displeasure with Christie's proposed cuts. The Press of Atlantic City reports that the aid cuts would force libraries to cut back as well. Free Internet service appears to be one area that could have to go. Record numbers of people are using libraries these days. The report says that libraries would be receiving $3.7 million, which represents a 74 percent cut. Administrator Jim Rutala tells Coastal Broadcasting that the beach fill is coming close to completion. The $17 million fill is being funded mostly by federal dollars. Over 1.8 million cubic yards of sand will be pumped on the Ocean City beaches – the largest project in this community since 1992 when the federal beach replenishment program started. Beaches there were damaged from the Veteran's Day storm. Police are looking for four men who were said to be involved in the attack. The 48-year-old victim went to a nearby WaWa to clean himself up following the attack. Police were then notified. Authorities released only that the four men were white and in their early 20's. One of the people on that list is Wildwood Mayor Gary DeMarzo for his police job that he has chosen to give up, due to a court order. The plan was sent two weeks ago and the state is within its 30 day review period. No layoffs may occur without the state's approval. The city is using the layoffs as one part of plan to reduce the overall budget. Chris Christie wants to know why some concert tickets are not being made available to the public and are set aside for certain political figures in the state. Ralph Marra, who worked with Christie in the U.S. Attorney's office, will be heading up this investigation. Bloomberg News was the first to report last year that 22 elected officials, including then Gov. Jon Corzine, had 350 tickets available to them for 15 concerts. These tickets were never offered to the public and were set aside for the lawmakers. The $1.2 million project was brought on by the severe weather the county got in the winter. South State Inc., of Bridgeton, has been doing the work. There are many sections of roadways that need to be addressed, however, due to funding limitations or upcoming utility work, only a limited number of roadways can be addressed.  Some of the roadways selected to be repaired under this program are:&lt;br /&gt;&lt;br /&gt;·        Dias Creek Road from Mechanic Street to Shunpike Road in Middle Township&lt;br /&gt;·        Ocean Drive from 8th Street to 11th Street in Avalon&lt;br /&gt;·        Corsons Tavern Road from Kings Highway north to the sod farm in Dennis Township&lt;br /&gt;·        Court House – South Dennis Road from US Route 9 to Winding Way in Middle Township&lt;br /&gt;·        Ocean Drive from NJ Route 109 to Middle Thorofare Bridge in Lower Township&lt;br /&gt;·        Roosevelt Boulevard at Vernon Road ( Garden State Parkway Southbound Exit Ramp) in Upper Township&lt;br /&gt; &lt;br /&gt;Most of the work under this repair program is expected to be completed by Memorial Day Weekend, weather permitting. The Press of Atlantic City reports the casino has a "severe cash shortfall," and may need to shut down while it seeks a new owner. A company spokesman told the paper that the casino is in no danger of closing. The New Jersey Casino Control Commission released that the casino suffered an $18 million gross operating loss in 2009. Wade Featherston was arraigned on murder, and aggravated assault charges. Featherston is charged with killing Robert Costello, both of Illinois, while the two were traveling together. The two men were traveling to learn from a tattoo and piercing shop in the area. Chris Christie is going to provide more time for school districts and local union leadership to agree to a pay freeze for the next budget year. The News of Cumberland County reports that Terrence Martin was arrested for allegedly point the gun at people at the Bridgeton party. A new budget review shows the state $250 million below projections, through the end of the next fiscal year, according to a report by the Star-Ledger. The number originated from the Office of Legislative Services, which is the nonpartisan arm of the state government. Sharpe James is out of prison, after serving 18 months. He will spend the rest of his sentence in a halfway house in Newark. He was found guilty of selling city property to his girlfriend, who in turn sold it for a large profit, making about $600,000 on the sale. James said he is interested in working with Cory Booker, the current mayor of the city, for the good of Newark. He did not rule out a run in politics again. FEMA is expected to pick up 75 percent of the work. Spirit Airlines is going to make fliers pay up to $45 for a carry-on bag. If the fee is paid ahead of time, it will cost $30; or $45 at the gate. The new charge will be added to bags that are placed in the overhead bin. Bags that fit under the seat in front of the person are still free. Gross operating profits totaled $739.5 million in 2009 compared to $940.9 million in 2008. During the same period, net revenues fell 13.2 percent to $3.89 billion. “Atlantic City’s casinos continued to be hurt by the weak economy and by increasing competition in neighboring states,” said Casino Control Commission Chair Linda M. Kassekert. Borgata led the industry with gross operating profits of $204.4 million in 2009, an increase of 1.6 percent over 2008. Harrah’s Atlantic City reported gross operating profits of $148.5 million, a 9.5 percent decline over the prior year. Menendez is appealing the decision to the state's Supreme Court. His office has said that the federal Constitution does not allow for a recall of a federal Senator. It would permit wagers to be placed on professional, college, or amateur sports or athletic events, either in-person of from any other location using telephone, Internet or other means. “Legalized sports betting is key to Atlantic City maintaining its competitive edge and to ensuring future economic success of the resort city,” said Van Drew. The bill was recently approved by the Economic Growth Committee by a vote of 4-0, with one abstention. The currently vacant piece of land at 2nd and Bay will be the home of the project. The property was partially funded by a New Jersey Green Acres Grant. The City is also pursuing County Open Space Funds. The new marina will feature 49 boats slips for seasonal rental and for transient docking of seven days or less. The Birds are trading quarterback Donovan McNabb to the Washington Redskins for two draft picks. The Eagles will be receiving a second-round pick this year, and either a third or fourth round pick next year. Surprisingly, Philadelphia was willing to trade McNabb within division, and will have to face the quarterback twice this season. McNabb is entering the final year of his contract. The Press of Atlantic City reports the incident took place at the Enclave Condominiums. The identity of the 63-year-old man has not yet been released. Included in the health care reform legislation is a credit that is designed to encourage small business employers to offer health insurance coverage for the first time or maintain coverage they already have. The maximum credit is 35 percent of premiums paid in 2010 by eligible small business employers and 25 percent of premiums paid by eligible employers that are tax-exempt organizations.  In 2014, this maximum credit increases to 50 percent of premiums paid by eligible small business employers and 35 percent of premiums paid by eligible employers that are tax-exempt organizations. A recent poll showed that 60 percent of the state does not support giving a fat tax break to Revel Casino for three-fourths of its room and sales tax over its first 20 years. Assemblyman Nelson Albano is among the lawmakers to push legislation that would keep a referendum out of the voters hands for this project, because it used federal stimulus dollars. The bill is in front of Gov. Chris Christie is making a lot of hard decisions. One thing he will not do is reinstate the Millionaire's Tax. The surcharge was placed on those people who were in the top one percent of the state's earners. Christie told Coastal Broadcasting in an interview this week, that the tax hurt small business as well, and is concerned about creating jobs. He believes if the tax is put in place, even more people will remain out of work. The tax was put in place under Gov. Jon Corzine and expired before the end of Corzine's term. He is in the midst of trying to take over the casinos in a bankruptcy proceeding. Icahn bought the remaining half of the mortgage he did not own previously. A decision on who will take control of the casino is expected by the middle of this month. The Press of Atlantic City reports that the accident took place along Route 30 on Wednesday night. Police identified the two dead as Christina Rivera and Belinda Dillihay. A Jeep Wrangler struck their vehicle head-on. The report says that the Atlantic County Prosecutor's Office believe that someone at the very least might have fled the scene of the accident. The company said they sunk $1.2 billion into the project and are ready to take a huge loss in moving out. The AP reports that they own 90 percent of the in-construction casino. A deal is being done with China Export/Import Bank to get the remaining money necessary to complete construction. Lower Township Police and the Cape May County Prosecutor's Office are investigating the incident. The victim has been identified as 35-year-old Jean Marie Palmer. It was determined that Daniel Simpson was in the company of Palmer the night prior. Simpson had a number of outstanding warrants in Middle Township and North Wildwood. During his arrest, he was found in possession of prescription narcotics and faces two drug possession charges. Bail was set at $50,000. The bail was Michael Jones is now $1.25 million, which is up from $750,000. Jones has been arrested 52 times and been convicted 21 times in his adult life. Police say that the 45-year-old stole a paramedic vehicle and took authorities on a chase. Jones struck and killed Alfred Costantino during that incident. A Millville man had been charged in the death of 55-year-old Hamilton Blackshear, of Bridgeton. Andrew Swinton was found guilty of attempt burglary, attempted robbery, and weapons offenses charges. He avoids the potential of life in prison by being acquitted of murder and armed robbery. Christie is attempting to close an $11 billion hole in the budget for the upcoming fiscal year, and he chopped $2 million in tourism funding for this current fiscal year to keep the budget in line. The hearing is being held on April 5. State Senator Jeff Van Drew is a sponsor of the bill.  The bill would ask voters to approve a constitutional amendment to legalize sports wagering at New Jersey’s casinos and horse-racing tracks. The bill would permit wagers to be placed on professional, college, or amateur sports or athletic events, either in-person of from any other location using telephone, Internet or other means. The bill would prohibit wagers to be placed on college games that take place in New Jersey or on any game in which a New Jersey college team participates. The bill was recently approved by the Economic Growth Committee in February by a vote of 4-0, with one abstention. I am deeply concerned about the threat coastline drilling poses to the Jersey Shore's economy and to the potential for new jobs and energy savings that can be harnessed in a clean energy economy. If issues like coastline drilling are being promoted to gain Republican votes and support from oil companies, then we need to know exactly how much support it will actually deliver -- this can't be a case of giving up something for nothing. &lt;br /&gt;&lt;br /&gt;"While I am pleased that the Administration will be conducting an environmental review before proceeding on lease sales potentially close to the Jersey Shore, I am concerned that it has not taken this area out of its five year plan pending an environmental review -- as it is doing for the Chukchi and Beaufort Seas in Alaska. I expect a serious and thorough review. If it turns out to be nothing more than a rubber stamp, then this announcement will amount to yet another no-questions-asked handout for rich oil companies. In that scenario, the lease sales will go forward and the coastlines of Maryland, Delaware and New Jersey will be under threat. Even Virginia will not be happy because it gets drilling in its waters, but not any revenue sharing. Only big oil companies would win.&lt;br /&gt;&lt;br /&gt;"I look forward to working with the Administration to make sure this environmental review is done comprehensively, but I will also be asking for an economic impact review. Drilling in Virginia waters is less than 100 miles from the New Jersey coastline. Approximately 60 percent of New Jersey’s $38 billion tourism industry comes from the Jersey Shore and the state’s multi-billion dollar fishing industry would also be threatened by the specter of a potential oil spill. At the very least New Jersey deserves a 125 mile buffer from drilling, just like Florida received in the announced deal.&lt;br /&gt;&lt;br /&gt;"I am also concerned that the Administration will be doing studies to determine whether further exploration should happen all along the Mid and Southern Atlantic.  That raises the possibility of drilling in Delaware waters, just 10 miles away from New Jersey.&lt;br /&gt;&lt;br /&gt;"Instead of expanding coastline drilling, we should be focused on developing a 21st century green economy. We cannot drill our way out of this problem. Even the Bush Administration’s Energy Information Administration estimated opening all out-shores to drilling would have no effect on gas prices. Instead of making rich oil companies richer we should be competing with Europe, Japan and China to win the competition to supply the world with next generation green technologies. Buying hybrids for the federal government and raising fuel economy standards is a start but we could and should do more.&lt;br /&gt;&lt;br /&gt;"It is also troubling that it appears the lease sales in Virginia could go forward and interfere with the Navy’s Virginia Capes Operating Area, a critical military training and testing area.
